With reference to your letter of the 14th of last month, No. 31672/1910, I am directed to acquaint you, for the information of the Secretary of State for the Colonies, that the Postmaster General sees no objection to the arrangements proposed for the inclusion in the Mils sert by the route of Siberia of non-confidential des atches exchanged between the Colonial Office on the one hand and the Governor of Hong Kong and the Commissioner of Weihaiwei on the other
hand.
Correspondence can at all times be sent from this Country to Hong Kong or Weihaiwei, or in the rever se direction, more expeditiously by way of Siberia than by any other route; but it will of course be desirable to send both confidential despatches and bulky documents as hitherto
by the route of Suez.
Some few cases have occurred in which it may prove that registered letters containing remittances sent by the route of Siberia have been tampered with, but it camot be stated at what stage of the transit they were so treated. It is not thought that these irregularities, which are compara- tively unimportant both in number and frequency, need be regarded as an obstacle to the despatch by the Siberian
